Cynthia M. Austin
Senior Project Manager,
Evaluation Analysis
As a Senior Project
Manager at HMG, Cynthia Austin has led a variety of projects providing
research and policy analysis for building energy efficiency. For ten
years, she has been involved in energy efficiency program evaluations
through management, data collection, analysis, and reporting. Her
evaluation studies have utilized both quantitative and qualitative
methods as tools for assessment. Through her experience in program
evaluation, Ms. Austin has expanded her expertise into energy efficiency
and conversation program and portfolio design, assisting both municipal
and investor-owned utilities. She currently manages process and market
assessment studies for the following Southern California Edison programs
- Savings By Design, Sustainable Communities, and Codes and Standards
Advocacy. She also recently completed a process study for San Diego Gas
and Electric’s and Southern California Gas Company’s new construction
programs and was highly involved in SMUD’s Portfolio Redesign project,
assisting SMUD in setting new savings goals and determining the right
program mix to achieve those goals.
Past evaluation projects
include Yolo County Energy Efficient Program, the Redwood Coast Energy
Authority program evaluation, Xcel Energy’s Minnesota Residential
Lighting Efficiency program, the Local Government Commission’s project
for regional energy authorities, and the Energy Trust of Oregon’s New
Building Efficiency program. Ms. Austin has used her expertise in
database design, development, and management to create numerous utility
program tracking databases and analysis tools for energy research. She
has reviewed and verified all of Southern California Edison’s energy
efficiency programs datasets from PY2001-PY2006.She has also developed
multiple databases for HMG energy research projects, allowing for more
streamlined analysis.
Ms. Austin received a
BA in Environmental Studies from the University of
Chicago and a Certificate in the Advanced Study of Evaluation from
Claremont Graduate University. She is a member of the American
Evaluation Association and Association of Energy Services Professionals.
