Catherine
Chappell
Director
 Ms. Chappell is a
Director at the Heschong Mahone Group, Inc. with a strong background in
project management, especially in the area of codes and standards
development, utility program evaluation and implementation.
As Director of
Codes & Standards development, Ms. Chappell oversees HMG’s technical
energy code development projects. Most recently, Ms. Chappell managed
the development of PG&E sponsored code revisions for the 2008 California
Building Efficiency Standards (Title 24). The project developed specific
T-24 standards language, and updated the supporting nonresidential
manual and compliance forms. She is also managing several projects
researching energy efficiency opportunities for inclusion into the next
round of Title 20 and Title 24 code changes. The projects address both
technical issues and market readiness for promising efficiency measures.
As Director of
Program Services, Ms. Chappell oversees HMG’s program implementation and
market assessment and program measurement and evaluation (M&E) efforts.
For program implementation she oversees the budget, marketing, and
operation of the program. For HMG’s evaluation services, she
develops evaluation plans, establishes protocols and coordinates the
work of data collection and analysis teams.
Ms. Chappell
managed a multi-year evaluation study with the Northwest Energy
Efficiency Alliance to develop and implement an energy savings framework
and protocol for its Commercial Sector Initiative (CSI). She served as
study advisor for evaluation and market assessment studies for the
California statewide nonresidential new construction market and
investor-owned utility (IOU) energy efficiency programs.
Ms. Chappell received
her B.Sc. in Environmental Engineering from California Polytechnic State
University in San Luis Obispo.
