Cynthia M. Austin

Cynthia
Austin has been involved in a variety of activities associated with
energy efficiency research and training. She has provided support in
energy analysis evaluations through data collection, analysis, and
reporting. She currently manages the
SMUD portfolio redesign project, aimed at revamping SMUD’s energy
efficiency programs to meet ambitious savings goals and improve customer
engagement. Prior to that, she managed the Yolo County Energy Efficient
Project and Redwood Coast Energy Authority program evaluations. She has
provided regulatory support for Southern California Edison, verifying
energy savings and non-energy targets for their entire energy efficiency
programs portfolio. Past evaluation projects include the Davis Energy
Efficient Program, the Local Government Commission’s project for
regional energy authorities, and the Sacramento Municipal Utility
District’s SB5X program.
Ms.
Austin has completed market assessment studies of Oregon’s
nonresidential new construction market for the Energy Trust of Oregon’s
New Buildings Efficiency program and the residential lighting market for
Xcel Energy’s Minnesota Residential Lighting Efficiency program.
Ms. Austin has used her
expertise in database design, development, and management to create
utility program tracking databases and analysis tools for energy
research. She designed and maintained websites for the company and
specific projects. For Southern California Edison’s AB549 Support
Project, she compiled and analyzed research and data from multiple
sources on potential mandated energy savings opportunities in the
existing buildings market.
Ms. Austin was the technical
administrator of the FEMP Lights online course, providing project
management. She handled the logistical
details for each session and supported the instructor on development of
class materials. Ms. Austin was also involved in the creation of EDR
Lights online course, participating in the development of specialized
curriculum for the California IOU utilities, online tests, and website
design.
Ms. Austin received a
Bachelor of Arts degree in Environmental Studies from the University of
Chicago in 1998. She previously held scientific research positions at
the University of Chicago and the U.S. Department of Agriculture.
