Benchmarking for
State Agencies
The
following criteria determine whether a facility must be benchmarked:

It
is a State-owned or leased building that is occupied by humans at least part of
the time
-
The
State pays the utility bill, whether or not the facility is leased to
or from other State Departments or non-State entities*
The Bottom Line:
All facilities
that your department pays utility bills for
must be included
in your portfolio
* The only
exception is if the amount your Department pays for utilities is included in
the total monthly charges paid to your building owner such that it is
difficult to discern how your monthly fees are divided.

Steps for benchmarking your facilities:
- Facility information has been
submitted and uploaded into Portfolio Manager. Each State
department has their own Portfolio Manager account. If you do not know
how to log into your account, please contact Amy Barr at 916-962-7001.

Data
release forms should have been signed for each participating
utility. (PG&E, SCE, SDG&E, SoCalGas & SMUD)

Monthly
energy data from participating utilities (PG&E, SCE, SDG&E,
SoCalGas & SMUD) should be in your account from January 2003
through your last billing cycle. If you find incomplete or
incorrect energy data, please contact the appropriate
utility
representative.

Energy Data
from Non-Participating Utilities will need to be entered BY YOU from
January 2003 through the present. If you do not have this
information, send a data
request to your account representatives for each non-participating
utility asking for monthly data back to January 2003 - preferably in an Excel spreadsheet.
(You don't want to type all those numbers in by hand!).
