Energy Code Implementation
Dollar Based Performance Standards for
Building Energy Efficiency
For the California Energy Commission and Pacific Gas & Electric Company. Currently,
Californias Title 24 Residential and Non-residential Building Efficiency Standards
are based upon an assumption of a constant unit cost for electricity and heating fuel
regardless of the time of day or season of the year. We were the lead consultant on this
project that described how to rationally generate time varying energy costs and then
calculate the repercussions this energy costing method would have on the
cost-effectiveness of a variety of the efficiency measures contained in the building
standards. The results of this work may be incorporated into the next round of standards
setting for the State of California.

Conservation Energy Code
For the State of Colorado. We revised the electronic compliance forms used for the
states adopted version of the ASHRAE/IES 90.1 energy standards. The electronic
spreadsheet allows designers to automatically calculate the energy code requirements and
proposed characteristics for lighting, HVAC and envelope building components. Building
designers could opt to use a version of the COMcheck-EZ software that was modified to
match the Colorado amendments to ASHRAE 90.1. We edited the COMcheck-EZ users manual
to reflect the modifications to the software. We also conducted a series of training
programs throughout the state to introduce the new energy code to building officials and
practitioners.
